Study On The Alienation Of Marine Fishery Environmental Protection Behavior Of Local Governments In China From The Perspective Of Political Promotion

With the scarcity of land resources,the world's coastal countries have shifted the focus of economic strategy to the sea.Whether it is the marine land or biological resources,the future will be the economic lifeline of the coastal countries.However,due to the convenience of marine resources development and the considerable benefits,the rapid development of modern marine economy.At the same time,made great demands of unplanned and destructive ocean development activities have on the marine environment carrying capacity,and caused serious damage to the ecological balance,so that the influence of marine organisms,thus restricting the healthy development of the marine economy,hinder.Therefore,in order to ensure the sustainable development of marine fishery economy and prevent the occurrence and spread of marine fishery environmental problems,it is necessary to protect the marine fishery environment.As a kind of public goods,the environmental protection of the marine fishery,because of its own public and external characteristics of the economic attributes,so that government intervention has become inevitable.The local government has assumed the role of the actual implementation of the marine fishery environmental protection related work,whether it will become the key to the protection of marine fishery environment.According to the theory of public choice,to understand the behavior choice of the local government as the "economic man",we must first understand the behavior motivation and the motivation environment.Therefore,it is the primary solution to improve the incentive mechanism related to the vital interests of local officials.Based on the theory of public management,political economics as a guide,combined with the status quo of China's current environmental protection behavior of marine fishery alienation,through the analysis of China's political promotion defects in the incentive mechanism,put forward the corresponding policy recommendations.This paper is divided into seven parts:The first part is the introduction.The main purpose and significance of research,research status at home and abroad,and describes the research content and methods and technical route.The second part is the theoretical basis and concept definition.Mainly introduces the public choice theory,administrative organization theory,political promotion tournament mode,and expounds the economic attribute of Marine Fisheries Protection and the definition of local government environmental protection Behavior Alienation of marine fishery.The third part is the main manifestation of the alienation of marine fishery environmental protection.According to the relevant data of Marine Bureau,Ministry of Environmental Protection released,in order to clarify local government along the coastal areas of China there is excessive use of marine resources,lack of environmental protection of the marine fisheries investment,large sea pollution enterprises involved in indulgent behavior,slack treatment of pollution of the marine environment event abnormal behavior.The fourth part is the empirical analysis of the alienation of marine fishery environmental protection.Logistic regression model was used to test the correlation between the promotion of local officials in the coastal areas and the level of local economic development,the investment of environmental pollution control,the investment and effectiveness of marine fishery environmental protection.The fifth part is the theoretical analysis of the alienation of marine fishery environmental protection.By analyzing the reasons that caused the alienation of behavior is mainly due to the deviation of local administrative heads,decentralization of the drawbacks of China power imbalance and officials evaluation mechanism unreasonable,incentive target caused.The sixth part is the countermeasures and suggestions to optimize the marine fishery environmental protection behavior of local governments in china.Through a comprehensive analysis of the status quo,problems and reasons,proposed consummates our country officials suggest promotion incentive mechanism,such as the promotion and perfect the diversification of official promotion evaluation system,implement environmental responsibility system for local officials.The seventh part is the summary.The innovation of this paper lies in the combination of the research object and the current practical problems and academic hot spots.The existing research on the political promotion incentive mainly exists between concerned officials promotion and development of the local economy,in recent years,relevant studies although further extended to the officials' promotion is not only related to local economic indicators and whether the supply of local public goods,such as social security,medical care,and whether other public goods supply will affect the development of the local economy,but the association between the direct study of officials' promotion and other public goods supply is relatively small.Therefore,based on the existing literature materials and relevant government data,selection of marine fishery environment as the research object,combined with the political promotion incentive related theory,to explore whether the execution of the local government in our country because of personal promotion needs exist alienation,will the environmental protection work of marine fishery if it exists,then what is the cause of it for our country to solve environmental problems and make reference to improve marine fisheries.
