With the development of globalization and high-technology, services offshore outsourcing enjoyed a boom in these years. And it has promoted a new global industry transfer, as the strategic choice for many international corporations to increase their core competency. Financial offshore outsourcing, the main content in it, got sustainable development at the turn of the 19th century into the 20th century, not only at the quantity but at the line of business. The back-office services were the representative of them. The separation of front- and back-office promoted the offshore outsourcing greater development. How to establish a strategy system for accepting financial back-office offshore outsourcing, in accordance with international experience and the own characteristics, and how to grip with this international trend to expand China's employment, further optimize China's industrial structure, and enhance the overall quality of the national economy, has become a research full of practical significances.By generalizing from typical cases and correlation theory, the dissertation firstly presents many financial back-office offshore outsourcing theories and produces the development of China's financial outsourcing industry. Then it divides financial back-office offshore outsourcing into three phrases, and analyzes their different characteristics. Following concluding three patterns of organization, they are: One-to-one correspondence, Strong-strong union, Adhere-centre. And concluding three phrases, they are: offshoring outsourcing and building capacity, optimizing the whole organization, releasing the value to enlarge business. Discuss every stage's method and goal. India is the most successful country in accepting the financial offshore outsourcing. So the dissertation analyzes the development models of the India company and the successful experience we can learn from. The experience include that the India government has created a conducive environment, the India has made good use of its advantages in geography and persons with ability, its company has developed a fairly complete administrative system. But some problems have bobbed up like sustained wage increases a labor shortage in the very near future and over-centralized market.Based on the past wide research on service outsourcing from home and abroad, this dissertation systematically analyzes the qualification of China's financial back-office offshore outsourcing and compare it with India's, according to the direction of theory"the competitive advantages of nations"raised by Michael E. Porter, from six aspects such as the strategy of training professional, the demands of the market, correlated and supported industry, enterprises management and innovation, industry's cluster and Government's role. Afterwards examined the interaction among the above-mentioned factors, upon the guide of"diamond model", finally conclude that China have possessed the national advantages for accepting the financial back-office offshore outsourcing. But a certain distance still exists between China and India, mainly reflected in the following: the education need to be further combined with practice, the management of financial back-office outsourcing company have to be further improved, industry's cluster require more attention, the series of services outsourcing regulations need to be further improved. Finally, the dissertation puts forward some suggestion to accelerate the development of China's financial back-office offshore outsourcing industry. For the government, the suggestions include improving the regulation and preferential policies for financial outsourcing, enhancing education combined with practice, optimizing the structure of the entire financial back-office service area, forming an effective financial supervision and administration and enhancing the protection of intellectual property. And for China's companies, they include building up the business, raising the level of management and innovation and exploring market with different shares.
