Discussion On Regional Development Strategy Restructuring Orientation In Shandong On The Visual Angle Of "Megalopolitanzation-Polarization Effect"

Since implementation of the reform and opening policy, there are three most influential economic zones in the economic territory of China: Zhujiang Delta rose during 1980s; Yangtze River Delta developed in 1990s; and Pohai Rim is rising recently. The economic essential factors in China continuously gather to the three zones. The three zones play an important part in the whole country, which become the engine to improve the development of economic and society in our country as many academics say. Therefore, if discussing on regional development without related with three megalopolitan areas, there will be short of demonstration force or support mechanism striving for rapidly development of regions. Through overview on the formulation of these three zones, it's not difficult to find that three megalopolitan areas all load at the eastern coastal area of our country, and also distribute the fine harbor groups. Further more, it is considered that the coupling development of three harbor groups and three megalopolitan areas forms"megalopolitanzation-polarization"developing tendency.This article tries to start with viewpoint of"concluding the core", and put the three harbor groups, three megalopolitan areas and the whole country's economic development in a whole system. Based on both systematical analysis and empirical study, the author discusses the interaction relationship and the coordinate development regularity. According to theory of regional polarized development, this article reveals internal regularity between developments of"harbor group-megalopolitan area". And then the author elaborates the theory of"megalopolitanzation-polarization"framework also including its theoretical value and practical guiding meaning. In this paper it's considered that the formulation and development of megalopolitan areas depend on the push from"growth pole cluster" (such as harbor groups). And along with megalopolitan areas'continuous development,"megalopolitanzation-polarization"will further bring on economic development in much wider areas.Based on systematical summary of the theory framework of"megalopolitanzation-polarization", this paper set Shandong province as an empirical study example, and discusses on regional development strategy restructuring in Shandong. According to the terrain and economic connection between Shandong and"megalopolitanzation-polarization"phenomenon, firstly the article introduces general situation of Shandong's regional development. Then it chooses main economic index and advanced provinces or cities in eastern costal area for contrast studies, and clarifies the competition situation which Shandong Province faced, using SWOT analysis method. Moreover, guided by theory of"megalopolitanzation-polarization", this article discusses the regional development strategy restructuring orientation in Shandong overall. It points that if Shandong doesn't seriously judge the influence of"megalopolitanzation-polarization"effect overall, it will face the predicament of being"marginalized". Around enlarging and taking advantage of the positive influence and also reducing or avoiding the passive influence of"megalopolitanzation-polarization"effect, this article suggests some propositions aiming at the realization of regional strategic development -"one principal part and two wings".
