Since the reform and opening up, the central government has reference the western research results of growth pole theory, and implemented the non-balanced development strategy that regards the eastern coastal region as a growth pole, based on experiences and lessons learned from the summary of regional economic development since the founding of the country. The implementation of this strategy accelerates the economic rise of China's eastern region. Since then, all levels of government have used the growth pole theory to make regional economic development plan, trying to create a regional growth pole in order to boost regional economic development, which has made great achievements in some areas. However, with China's remarkable achievements in economic development, the non- coordination situation of widening regional gap appeared. The nation has recognized the non-balanced development strategy has many drawbacks in recent years. Since the implementation of the western development strategy, the government has gradually made a series of non-proportional coordinated regional economic development strategy,such as revitalization strategy of Northeast China and other old industrial base, rise strategy of Central China, the main function zoning and overall planning for urban-rural development and so on. The practice has achieved some results, but the distance to growth pole of the first-mover advantage drive regional economic development is also a far cry from the expected target. Lack of coordination with the regional development is the attendant widening regional income gap. The issue of income gap continuing to widen has led to many social contradictions, which are potential threats to social stability.Therefore, the ability to give full play to the economic growth pole of the agglomeration advantages and features of radiation diffusion driven economic development in backward areas, is an urgent need to address the current problems. It is in this social context of revelation and inspired by actual needs that this paper regard how to optimize the effectiveness of regional growth as a doctoral dissertation research, and strive to Marxist theory of the city and the surrounding areas and the relationship between growth pole theory of western scholars under the guidance of a large number of related materials in the possession of the existing basis, through the reform and opening up China's three national growth pole and at different stages of development of the provincial growth pole in the empirical analysis and normative analysis, to explore the regional economic unbalanced development strategies and implementation of development strategy in China since the trajectory of changes in regional economic development, mining and development in developed areas and backward areas in the region causes the development gap and to analyze the gap behind the negative social effects, seeking answers to solve the problem. The paper is divided into six chapters, as follows:The first chapter is an introduction section. It Introduces the research background and research purposes, research status, research ideas and thesis framework, research methods and innovation.Chapterâ…¡is the review section of the theory of growth poles. First, it interpret the conception of growth pole; then the origin of the growth pole theory (Marxist urban the role of theory, location theory, regional industrial linkage development theory), the formation and development of growth pole theory and the review of domestic scholars to growth pole theory in order to build the theoretical basis of this study.The third chapter is about the review of the application process of growth pole theory in regional economic development strategy for the past three decades of China's reform and opening up, and analysis of regional economic effects. In turn it introduced the tilt to the eastern coastal area of non-balanced development strategy and the western development, the revitalization of old industrial bases in Northeast China, central China, the main functional areas such as urban and rural development division and the non-balanced and coordinated regional development strategy, and these were analyzed the implementation of effective strategic measures. This chapter is also laying the groundwork for the next chapter of the empirical analysis.The fourth chapter is the polarization of regional growth and spread of Empirical Analysis. Analysis from the national and provincial growth pole growth pole two dimensions, in which the analysis of provincial growth pole and from the principal component analysis to proceed, the provincial growth pole is divided into mature areas, development areas, three types of backward areas comparative analysis, in order to analyze a comprehensive, system. In the time span, the paper has collected more than 30 years since reform and opening up a number of economic indicators, growth poles of the polarization at all levels and the evolution of diffusion effect for dynamic analysis and description.Chapter V analyzes the regional development of the growth pole theory in both developed and developing countries, in some application examples from which to explore the development of China's regional economy in China. United States first introduced the development of the western and southern Japan, regional planning, land improvement in France, southern Italy, the revitalization initiative and the results achieved; then introduced in developing countries, Brazil and Malaysia for its development of backward areas and the during the evolution of its regional development pattern. Comparative analysis of national experiences and lessons, made the practice of China's regional development strategy the application of growth pole theory should note the following revelation:the backward areas to establish growth poles to rely on government forces; sound infrastructure is a necessary condition for the formation of growth poles; sound institutions improve the effect of the law is to play a key growth pole; to strengthen the growth pole associated with awareness of the surrounding environment; growth pole in the backward areas to focus on nurturing their self-development capacity and improve the regional economic policy instruments.Chapter VI is the conclusion part that made a solution strategy of the problem for the construction proposed in this paper First, to strengthen national macro-control function of the angle of Optimizing the effect of regional growth strategies, including accurate positioning the role of government to the form of legislation to break the regional economic segmentation, improve the regional economic development coordination mechanisms, in the central government, local government, the market three levels of intermediaries on the institutional innovation, build an integrated system platform, a multi-level coordination and interaction. Second, promote the growth pole system from the perspective on the promotion of regional economic development and narrow the regional gap measures. These measures include:fostering multi-level and network growth pole system, growth pole theory advocated by the regional economy point to a line by line to a plane, the coordinated development of regional non-equilibrium; establish urban feeding in rural areas, effective mechanisms for industry to support agriculture narrow the gap between urban and rural areas; coordinated development of urban transport Regional economic zone, so that distribution of productive forces and regional economic development by non-equilibrium phase-band pattern of the network to a relatively balanced pattern of transition. Finally, efforts to increase the cultivation area in central and western growth pole on East and West propose solutions to the gap is too big problem. Policy to support the formation of the central and western regions and the development of growth poles; cultivate the Midwest-based industries and promote the central city; to the rapid development of western economic zone to create the growth pole; intelligence training in the District within the growth pole; strengthen the Regional Economic Integration to promote industrial gradient transfer.
