Market-oriented Financing Mode And Implementing Method Study On Reuse Water Industry Of Our Country

The development of reuse water provides a new resource of water for many cities that are short of water. The reuse water is not only a measure of saving water and preventing pollutant, but also a functional industry for sustainable using of water resource. To use more reuse water is just like to increase the same water resource, and to ensure quick economic development of our country.Currently, the treated water of our country has not been used effectively, but discharged directly to the river, lake or sea. The quantity of use of reuse water is much less than that of treated water and the quantity of use of reuse water is far from reaching to the capacity of the reuse water facilities. There are many unsatisfied factors to spread to use reuse water in large scale. It is not only an important action to advance economic development, but also very urgent task for us to quicken development and use of reuse water, and enlarge the scope and quantity of using reuse water in cities.To construct reuse water facility needs too much capital. At present, in our country, the financing system is dropped behind, and the channel of it is very simple. The source of capital is mainly from government. In fact, only depending on government investment is hard to develop the reuse water industry well, so the non-governmental and multi-channels collecting money should be depended. So research of market-oriented financing modes is very important to speed up the reuse water industry of our country. The thesis is discussed from the viewpoint, to find out how to resolve the difficulty of financing and implementing method for reuse water industry.Market-oriented financing mode is the masterstroke, the industry organization theory and implementing method theory are the base of the thesis. I have investigated some successful reuse water companies, and read many literatures about reuse water from internet. Then I have classified the information, and used useful information, theoretical literature and data to study the thesis. Based on the financing channel and financing modes of city infrastructure, considering development trend of the financing mode of contemporary public project, the thesis has studied operation mechanism of market-oriented financing of reuse water to suit to the financing, construction, and operation of reuse water facilities and matching pipes in our country.At present, the level of economic development, administration management, and growth of domestic capital market is still in primary stage. The characteristic of construction of reuse water facility and its matching pipe demands us to search after project financing modes such as BOT, TOT, and ABS etc to absorb various kind of economic body to invest and construct; in order to realize multi-investors, operator corporate, market-oriented operation management to form opening-up and competitive pattern of construction and operating.Aimed to the present situation of management and operation of reuse water facility, and the new situation of the development of reuse water facilities, this thesis discusses detailedly on the financing modes of our reuse water, and proposes the corresponding implementing methods. Wish to propose reference values for the development of our reuse water.
