With the development of economy globalization and the coming of the era of the intellectual economy, there were revolutionary reforms in the global economy. The competition between companies has changed from capital forces to technical forces, that is, the technical value and additional value of the products are increased through technical innovation. Therefore, we should establish a scientific appraisal system and appraisal methods to examine the technical innovation of the company.TISCO, as the super Iron and Steel Corporation and the greatest stainless steel producer in the world, faced with the ever increasing competition in the market, must focus on technology innovation and speed up the steps of technology innovation to acquire the predominance in the market and realize its strategic objective—becoming the most competitive stainless steel producer in the world.To appraise the innovation capability of company, the index system consisted of various capability components is appraised. The established appraisal system of technical innovation includes 16 indexes. AHP can be used to get the relative influence weigh number of the indexes to define the sequencing of the relative importance. Using fuzzy mathematic methods, the fuzzy appraisal model of technology innovation was set up.Based on the data and documents of TICSO, the technical innovation capability of TISCO was evaluated using the established appraisal index system and model. And the advice of technical innovation of TICSO was brought forward.
