Global outsourcing which rose in 1990s is the inevitable result of the deepening of international division, and recent years it has developed from manufacturing industry to service industry. International service outsourcing has become to be an important form of international transferring in service industry, and it leads the direction of service industry and international division. Service outsourcing not only brought up many famous global multinational corporations such as general electric, Mckinsey & and Cisco, but also was the secrete weapon of the growing up of India's economy.At present, international service outsourcing market is full of competition. Some developing countries like India, Ireland, Mexico and China are making great efforts to strive for market share. International service outsourcing has developed from the early twenty century, and now ITO is the chief parts. Although Service outsourcing in China started relatively late, it has a great potential for development. Chinese government has taken policy supports to promote the growth of this important developing industry. This paper analyzes the service outsourcing industry in China quantitatively and qualitatively, and compares the situation of China's service outsourcing with other countries and districts, and then measures the development level of China's service outsourcing. India and Ireland are the most developed countries in service outsourcing area currently. Though the comparison with them, we can get the competitive advantage and disadvantage of China in international service outsourcing market, and learn their useful practical experiences.The thesis is composed of five parts. The preface introduces the basis of choice the subject, significance of the research and innovative points. The second part reviews the previous study of this area, including the outsourcing theoretical and measurement researches. The third part shows the characteristics of China's service outsourcing industry, and then uses the input-output table method and selects data from national economic input-output table of China (2000, 2001) and UNCTAD handbook 2006 edition, then measure the vertical specialization share of three service industry sectors in China. The forth part measure the vertical specialization degree of two service industries in 26 countries and districts firstly, then compare them with the results of China, and analyze the service outsourcing competitiveness of China though comparison with India and Ireland. Some pointed suggestions for the development of China's service outsourcing were given at the end of this paper.This thesis has two innovative points. The first, on the basis of concept analysis, we use input-output table method to measure the vertical specialization degree of three service industry sectors in China. The second, though the comparison with development model of India and Ireland, we analyze the service outsourcing competitiveness of China, and give some pointed suggestions for the development of China's service outsourcing.
