The Rural Road Infrastructure Investment In Shaanxi Province

As the community of the three dimensional rural issues, the rural road which is the rural economic development infrastructure has gradually become the focus of the attention, and the source of funds is one of the main obstacles of the development of rural road, especially in the underdeveloped region. Shaanxi Province as the gateway to the western region, the development status of its rural road can not meet the demand of the requirement of the economic development. That build a new socialist countryside and speed up rural road construction is a daunting task of the new era. The thesis taking Shaanxi rural road infrastructure investment as the study object, trying to analyze the investment status and influence factors of Shanxi rural road infrastructure, probing the sources of funds and the problem of the rural road infrastructure, and putting forward some investment way for the rural road infrastructure to ensure the comprehensive realization of the rural road development plan. At last, the thesis put forward some feasibly suggestion.This thesis includes six chapters:Chapter 1: Introduction. This chapter elaborates the research background, purpose and meaning of the thesis, overviews and evaluates the domestic and foreign study achievement of the rural infrastructure, describes the research idea, method and innovation of the thesis.Chapter 2: The theoretical foundation for the rural road infrastructure investment. This chapter defines and explains the concept of the rural infrastructure, investment, rural road, discusses the type and characteristics of the rural infrastructure, and then analyzes the supply theory of the rural road and the government's classification supply. At last, the paper concludes the positive effect of the rural road infrastructure to the rural development.Chapter 3: The historical evolution and characteristics of Shaanxi rural road infrastructure investment. This chapter divided the rural road development process into three phases: the rapid development phase, the phase of steady development, the development of new phase.Chapter 4: The problems and influence factors of Shaanxi rural road infrastructure investment. The thesis finds out that the economic development level and policy orientation are the main factors that influence the rural road infrastructure investment.Chapter 5: The investment way of the Shaanxi Province rural road infrastructure. On the basis of analyzing the sources of funding for rural road infrastructure, this chapter put forward some investment ways, such as issuance of municipal bonds, efficient use of natural resources and the BOT investment way.Chapter 6: Countermeasures for speeding up Shaanxi rural road infrastructure investment. This chapter discusses the reasonable preparation for Shaanxi rural road infrastructure development plan to ensure the comprehensive realization of the plan. Then, the chapter proposes some measures, such as government-led diversified investment system, the farmers demand express mechanism, step-by-step investment, strengthening the latter part of the management and maintenance of rural roads, legislation for rural road.
