Since the end of the last century,due to the increasingly arid climateand the irrational use of land, adds having suffered from several yearsserious drought and snow disaster,caused Inner Mongolia landdesertification and degradation. It also brought a tremendous damageto national economy and social development. Simultaneously it gaveharm to herdsmen's life and make herdsman even much poorer. Therefore,to study the land use structural change and poverty on the farmers andherdsmen life is every important to study the economy of rural andpastoral areas, as well as national economy. This article is for the purposeof studying the correlation between land use structural change and thelocal poverty, to analyze the reason how the unreasonable land usestructure caused the local area'poverty, to present that carrying on theland use structure optimization can play an important role on the povertyalleviation work .Under the support of Indicator System and Grey Relational Analysis,this article analyze the main factor of regional poverty couplings and landuse structure in pastoral area , agricultural area, semi-agricultural semi-pastoral area in Inner Mongolian Autonomous Region, and their factors changing analysis。The analysis found that; pasture acreage in pastoral area is having a high association with the numbers of livestock and per capita income of herdsmen. The pasture acreage proportion of the pastoral area is having a high connection with the primary industry in GDP's proportion. The cultivated acreage in agricultural area is having high connection with total population, the local finance income, Output Value of Farming and animal husbandry, Total Output of Grain and per capita grain production. The cultivated acreage proportion is in high connection with Village electricity consumption. However,there is no specific land acreage which influence on the life of peasants and herdsman how. Therefore, in order to analysis how the land use structural changing influences the life of peasants and herdsmen, this study did some research on two main subjects; one is to return the forest and grass by stop cultivating, another is to increase the artificial pasture surface.Then get the following conclusions.(1), land use structure and the system of regional poverty coupling factors are very complicated. The following result was found by the Grey Relational Analysis which was used to analysis Land use structural changes and regional impoverished situation from 74 Qixian of Inner Mongolia Autonomous Region in 1997 and in 2006. This chart shown that There is close relationship between land use structure and regional poverty in the pastoral areas, agricultural areas , semi-pastoral semi-agricultural area in Inner Mongolia .Also the factors which influence on the poverty of pastoral areas, of agricultural areas , of semi-pastoral semi-agricultural area are all different from each other .(2) The research on returning forests and grasslands by stopping cultivating and increasing the area of artificial pasture surface shows that: on the one hand with reducing the dry land and increasing irrigated area in agricultural area can clearly make peasants'income grow. On the other hand extending artificial pasture area in the dry farming mainly agricultural counties, getting the actual economic benefit continuously and they can achieve more than two times of food crops, thereby reducing the size of dry farmland, increasing artificial pasture area, brought to the farmers and herdsmen increased income.(3)Through the analysis, the study get the main countermeasures against land use structure optimization and poverty relief which are; establishing artificial pasture, increasing surface of artificial pasture, Strengthening the modernization of pasture. On the basis of reducing the surface of dry land and increasing the irrigable land surface, respect seriously to the farming quantity protection and the farming soil fertility protection as well as the farming environmental protection, control population growth, implement science and technology education and poverty relief; develop national and regional characteristics of the "green economy." So that our region can accomplish land use structure optimization and achieve sustainable economic development and leave poverty quickly.
