The factors of the development of regional economy driving force include material, capital and human resources. In the initial stage of regional economy development, to make full use of various advantage of exogenous factors to promote economic growth is a regional strategy for economic, especially for current economic level of China. But since the advantage of location and policies and market conditions are being fully utilized, some of the more developed cities may face bottlenecks of economic growth. To develop and utilize the endogenous factors of economic becomes the current strategic issues in order to search for a sustainable driving force of economic growth.By finishing the three stages of development of the economic growth theories, including the classical phases of economic growth, Neo-classical phases of economic growth and human capital and endogenous economic growth stage, this paper analysis the two endogenous model of economic growth, and studies the mechanism that human resources promote economic growth. Based on statistical data, analysis three industries development status and the major industrial development status and Container throughput of the port and the status quo of the in NingBo, to gain an overview about economic in NingBo; Then with the use of endogenous growth theory, and contrasting the data of GDP and the investment in education and the total personnel and human resources structure of the distribution, research the relationship and endogenous effect of human resources in economic growth in NingBo. By analyzing the data of human resources and quality and pay levels and distribution and its evolution of NingBo in recent years, study the status of human resources, and coupling condition of human resources with economic development, and also some specific adverse performance; Analysis the internal advantages and disadvantages, and the external macro environment and the opportunities provided by the threat of human resources in NingBo whit the SWOT method. Analysis the macro-development strategies and various planning of the State Council and government of NingBo, then stated the objectives of resources development; proposed innovation ideas of human resources development, including "the first resource perspective" and international market concept; finally, propose a government-led human resource development strategy at the request of long-term and stable economic growth, including human development plans of the shortage of talent, better environment building plan, and the plan to raise the quality of manpower and so on.
