The nature of cooperation development of urban tourism circle is the cooperation development of region. With the development of regional integrativeness, in order to achieve win-win, the neighboring cities changed the competition to cooperation. The urban tourism circle is established and developed under this condition. Wuhan is located in the middle of Hubei province with abounding natural and human tourism resource, excellent transportation and infrastructure. But the tourism industry is weaker compared with other cities. With the central china development strategy, Wuhan and the neighboring eight cities analyze the strength and weakness of them, and came up with the Wuhan urban tourism circle strategy.
