| The cooperation and development within the economic globalization and world economic integration shows the tendency of globalization. National and regional governments taking the economic and diplomatic interests as the basis points, make use of geographical advantages to achieve economic development, complementary advantages and common prosperity. Regional tourism cooperation is the inevitable trend of the economic development and it is also the inevitable choice of tourism development and the important path of promoting regional tourism competitiveness. The development of tourism in any regions cannot be realized isolatedly.China's tourism starts relatively late, but it develops fast and has great development space and potentiality, which has became the most significant tourist destination and source country over several decades. Tourism turns into the important economic growth source and it becomes one of the most important pillars of tertiary industries in national economy in various provinces and cities. In order that our tourism can develop comprehensively, harmonically and sustainably, we should transform the growth pattern and factors integration and enhance regional cooperation and regional whole competitiveness which has become a necessary trend, following the scientific outlook on development.On one side, regional tourism should establish and strengthen the competitive spirit to enhance its core competitiveness since the regional competitive features caused by regional factors of regional information, resource and markets. On the other side, the development of tourism is not separated which has a high openness and relevance, so we must pay more attention to the regional tourism cooperation in order to achieve the sustainable development of regional tourism. Regional tourism cooperation doesn't mean to cancel the competition because competition universally and objectively exists in different tourist regions and it is the precondition and manifestation of cooperation. and the nature of cooperation are improving regional tourism competitiveness and cooperation is the advanced condition of competition. Cooperation means to share resources and opportunities, with the difficulties tided over and regional competitiveness enhanced. With the development of world economic integration and gradual formation of tourism integrated market, regional tourism cooperation is an essential step.The national strategy for the revitalization of northeast old industrial base has brought an important opportunity for the development of the northeast economy and tourism, and has attracted people from all walks of life to take an active part in the development of tourism. But due to the speed of economic growth in northeast China, backward infrastructure conditions, the institutional environment, coupled with the poor, small scattered, weak tourism enterprises, the regional tourism industry did not realize the leap-forward development yet under the effective national policy tilt. In order to improve the northeast regional tourism competitiveness and efficiency of tourism resources, accelerate the specialization process and consolidation speed of northeast tourism companies, as well as to promote the economic development and social progress, regional tourism cooperation is the inevitable choice.Based on geography, economics, system theory and game theory as the theoretical basis, taking regional tourism cooperation in northeast area as the research object, this paper makes a SWOT analysis on the current situation of the northeast regional tourism cooperation, makes a quantitative evaluation and qualitative analysis on the overall regional tourism competitiveness in northeast China and the tourism competitiveness of the four core cities and then finds out the problems and the causes of the problems existing in the cooperation. On the basis of the qualitative and quantitative research, this paper, combining the actual conditions of northeast China, puts forward the model and the mechanism of the northeast regional tourism cooperation by drawing on the experience of the typical cases of European Union, the Yangtze River Delta regional cooperation, the Pearl River Delta regional cooperation. On the basis of theory and empirical analysis, this paper proposes that the development of the northeast regional tourism cooperation in the future should build big tourism development philosophy, establish the idea of collaboration and win-win thinking, establish collaborative institutions and build synergy mechanism, improve the tourism service system and position tourist city and integrated the tourism resources.There are eight chapters in this paper:The first chapter is the introduction. It elaborates the research background, research significance, the research thoughts and the research content of this paper, building the foundation for the research of this paper.The second chapter interprets the concept and theory of regional tourism cooperation, mainly related to geography, economics, system theory, game theory and other related theories; carries on the analysis and summary of the research progress of regional tourism cooperation in northeast China at home and abroad; puts forward some issues on the research and development status of regional tourism cooperation in northeast China.The third chapter takes some regions with more developed tourism and more mature cooperation such as European Union, the Yangtze River Delta regional cooperation and the Pearl River Delta regional cooperation as typical cases to provide experience for reference and enlightenment for regional tourism cooperation in northeast China.The fourth chapter is the research on the general situation of the northeast regional tourism cooperation, analyzing the history, basic conditions, existing problem and necessity and motivation of cooperation. Combining the actual conditions of tourism development in northeast China, this chapter builds the tourism competitiveness evaluation index system and makes the quantitative measure of the tourism competitiveness development situation of the four core cities in the northeast China; summarizes and expounds in detail from the aspects of qualitative; further understands and masters the development situation of it deeply, which can provide quantitative basis for the subsequent construction of the cooperation mechanism and mode and for the further development.The fifth chapter makes the positioning research on the subject, status and the role of the regional tourism cooperation; makes the in-depth analysis on and conflict of interests, ways of realization of major players. On the basis of the above results, using the cognition community concept this paper puts forward the construction of regional tourism cooperation mechanism in northeast China, namely, system mechanism, operation mechanism and guarantee mechanism.The sixth chapter is the mode analysis and selection of the northeast regional tourism cooperation. This chapter puts forward the pattern choice of regional tourism cooperation in the northeast from three perspectives:the cooperation subject, content and the spatial structure. And the pattern choice should draw lessons from experience and reflect the regional characteristics. And also this chapter puts forward the guarantee mechanism of the effective implementation of the regional tourism cooperation mode.The seventh chapter is about the strategies of regional tourism cooperation in northeast China. On the basis of above analysis and the understanding of the problems of regional tourism cooperation development, this chapter puts forward the countermeasures and suggestions of the development of regional tourism in northeast China from three aspects: constructing the idea of mass tourism development in northeast China, improving tourism service system, positioning integrated tourist cities and promoting regional tourism competitiveness.The eighth chapter is the part of conclusion and prospect for the research, which expounds the basic conclusions, the innovation, the weakness of the research and future research directions. |
