Research On The Local Government's Behavior Optimization In The Development Of Agricultural Circular Economy

After reform and opening for 30, our country agriculture and rural economy have already entered a new development stage. At present, not only be confronted with significant development opportunity, but also be confronted with resource and the environment problem bulging grave challenge. Insisting the scientific development view, speeding economic structure adjustment, changing the economic growth mode, strongly developing agricultural circular economy, building a Resource-economical Society and an Environment-friendly Society (be called "two types society" for short) are a necessary choice that our country develops. The local government is bearing the important mission developing this local economy; its behavior will affect deeply the development of agricultural circular economy. Therefore, at the current moment of building new socialist countryside and building "two types society", researching optimization problems of local authority behavior under the orientation of developing the agricultural circular economy has the vital and practical significance and the theory value obviously.This article makes the instruction by party's scientific development concept, mainly utilizes recycle economic theory, government behavior theory, market malfunction and government function theories, new public administration theory, new institutional economy theory, system engineering and so on. Simultaneously, making use of the method that the norm analysis combines together with substantial evidence analysis, taking the optimization of government behavior as the coordinate, taking the rich fully and accurate material as the basis, it carries on more systematic and thorough evaluation and discussion on the optimization question of local authority behavior under the orientation of developing agricultural circular economy.The full text is constituted by three main parts except the "Introductory Remarks" and "Conclusion":The first part is about basic theoretical analysis. This part explains agricultural circular economy and its related theories, summarizes local government behavior correlation theory, and analyzes relationship between developing agricultural circular economy and the local government behavior optimization combining with the big background that new rural construction of socialism and building "two types society". The second part is about examining behavior. While affirming that local government obtains the preliminary achievements in developing our country agricultural circular economy, this part pointes out eight aspect problems that local government behavior exists in developing agricultural circular economy. Namely, cognition understanding, strategic plan, propaganda guidance, management system, public service, capital input, policy system, law and regulation.And further from social culture, political law ,economy, management, technique it analyzes the cause of the problems.The third part is about countermeasure discussion. This part by the forward-looking field of vision and the operational idea makes the experimental discussion on the optimized path of local authority behavior under the orientation of our country agricultural circular economy. That is to say, we should renew development idea, realize the scientific progress; work out science plan, strengthen strategy instruction; construct propaganda network, promote public participation; deepen institutional reforms, integrate administrative departments; correct role position, strengthen public service; increase the input in fund, broaden financing channel; innovate evaluation system, perfect system arrangement; formulate local regulations, provide the law guarantee.This article bases on the reality, has one's eyes on the future, and has certain new idea. The main innovation spots have three aspects: (1) The new ponder, of study perspective. The existing literature indicates that the numerous scholars carry on the discussion on the agricultural circular economy's pattern mostly only from the economic angle, but does not conduct the related research on the local authority behavior having tangible impact on the agricultural circular economy more comprehensively and systematically from the angle of public administration, specially very little conducts the related research gripping social focus such as the current construction of new socialist countryside and the construction of "two types society". Taking this into consideration, this article intends to make some exploration and attempt in this aspect, which has certain temporal spirit and the innovation. (2) The new exploration to theory viewpoint. First, it analyzes the connection between agricultural circular economy and local authority behavior from the deeper level, thinking that local authority behavior has important influence on developing agricultural circular economy, simultaneously; developing the agricultural circular economy puts forward a new challenge to local authority behavior and forces government to optimize its behavior. Second, it examines local authority behavior carefully and comprehensively in the agricultural circular economy's development. While affirming fully its achievements, it points out eight aspect questions which exist, and analyzes its reason thoroughly by using the SPEMT analytic method from five angles. Finally, it proposes countermeasures which optimize the local authority behavior systematically and comprehensively from eight dimensions, which has the originality, the pertinence and the feasibility. Such as, suggesting that local authority attempts to perfect local government service quality by using the tool of the RATER index, which is a pioneering study. And suggesting that the local authority should take the institution reforms in the State Council as the turning point, make use of "the big system" thought, integrate local government economic management departments, thus push forward the agricultural circular economy's development. These opinions have certain temporal spirit and the innovation. (3) The fusion to many kinds of analysis method. This article pays great attention not only to adopt canonical analysis method, but also to adopt the positive analysis method and system analysis method.
