Empirical Study On The Local Officials Promote Regional Circular Economy Development

To cope with contradiction between economic development and resources environment problems, the Chinese government introduced the circular economy (abbr. CE) and has actively carried out the circular economy practice. CE pilot programs have achieved initial success, but also exposed many problems. The development of circular economy needs the joint efforts of the community, the government is the key to circular economy policy and play the most outstanding role among them. As the direct driver of regional CE development, the officials are very necessary and meaningful to be research object in the practice of regional CE.Based on a clear definition of the concept of CE and the summary of current situation of CE, this dissertation puts forward the theoretical frame model and questionnaire is designed according to the advice of experts. Survey has been carried out in Shenyang and Dalian and380questionnaires were effective. A statistical software (SPSS17.0) is used for date analysis: Firstly, four factors (the enterprise level, the government level, the park level and the public level) of the driving behavior of regional CE and three factors (social basis and the enterprise resources and capacity) of the influencing factors are identified with the results of exploratory factor analysis of the data. The driving behavior of regional CE have begun or are being planned and are sensitively affected by the influencing factors through descriptive statistical analysis. Secondly, the CE cognition of government officials is analyzed by cluster analysis and t-test and it is concluded that the diffuse form of CE cognition is from top to grass-roots level and from core department to non-core department. Next, it is further studied how the mediation of cognition impacts on the relationship between regional CE driving behavior and influencing factors. The officials’ cognition of CE is partial mediating the relationship between social basis and four levels of CE driving behavior. Also it’s mediating relationship between government management and market factors and the driving behavior of enterprise, government level and park level. On the basis of research results, some suggestions from the perspective of enterprise, government and social are given, aimed to promote the development of regional CE by joint efforts in the end of this thesis. This study deeply analyses the mechanism of officials promote regional CE development by using the method of statistical analysis. At the same time, it provides a new perspective for related field research and also provides a reference direction for officials to guide and promote the development of regional CE.
