Study On The Issues Of China's Current Supply Of Rural Public Goods

China is a developing country in which majority of farmers and agriculture account for the important position. Farmers, agriculture and rural areas have a bearing on the overall situation of socialist economic construction. In recent years, resolving "three rural" issues and building a new socialist countryside is greatly concerned. In the "three rural" issues, the supply of rural public goods is a major issue that can not be evaded. At the Fourth Session of the Tenth National People's Congress for the government work report in 2006, Premier Wen Jiabao solemnly announced: all agricultural taxes will be abolished completely this years. It means that Chinese farmers have entered a zero-tax era. The burden on farmers has been reduced, but also it's a test for the effective supply of the rural public goods.With economic and social rapidly developing in China and the continuous improvement of living standards in rural areas, the majority of farmers have increasing demand for the government's requirements in education, medical and health, social security and other areas of public goods , which objectively requires the government to increase the supply of rural public goods .Research shows that horizontally the supply level of rural public goods in China can not compare with the city at present; vertically the majority of the supply of rural public goods is even less than before the reform and opening up. Farmers can enjoy fewer public goods. As a result, farmers bear a lot of supply costs in public goods which should be afforded by the government. It makes Chinese farmers in a weaker position. At present the issue which lies in the supply of rural public goods is a bottleneck, which has become a constraint from the development of rural economy and the entire national economic. How to respond to this demand by providing the majority of farmers with more equitable, effective and efficient public goods has become the major challenges which the Chinese government is facing.So far, Chinese and Western scholars have made unremitting study on the supply of rural public goods in the theory and practice. Benevolent -see, wise-see. But overall, in the present China research about the supply of rural public goods is still lagging behind the social reality of abolishing agricultural taxes. Based on this situation, this author chooses the supply of public goods as subject matter, aiming to make certain contribution for the Chinese government solving the issues of the supply of rural public goods after abolishing agricultural taxes. Based on the research background of the policy about gradually abolishing agricultural taxes and the status of the supply of rural public goods, the paper mainly integrates the theory of public goods and urban-rural dual structure, and uses a comparative study to analyze the underlying causes of the issues of the supply of rural public goods now, and to explore measures to solve the issue. Specific framework includes the following three parts.The first part explains the theory of rural public goods. This part analyzes the definition and characteristics of public goods, the definition, characteristics and classification of rural public goods, optimal supply theory of public goods, financial theory of separation of powers and the relationship with the supply of rural public goods .The second part mainly analyzes the situation of the supply of rural public goods at this stage, and offers some phenomena to show the issues of the supply of rural public goods, and tries to find the original reasons behind these phenomena.The third part probes into the methods of resolving the issues of the supply of rural public goods at this stage. It in-depth studies the measures to the issues of solve the supply of rural public goods. It proposes to coordinate urban and rural and establish an integrated system of supply of public goods; to establish supply system that the "one" combines with "multiple"; to establish demand system of rural public goods and effective democratic decision-making mechanism; to improve the public finance system and establish scientific and standardized payment system of fiscal transference.The creativeness lies in this:Firstly, based on the background of gradually abolishing agricultural taxes, this paper studies the issues of the supply of rural public goods. It has distinct characteristics of the times and practical significance.Secondly, this paper studies the issues of the supply of rural public goods by learning from the predecessors' experience, which stands on the shoulders of the academic pioneers and the older generation. It places the supply of rural public goods in the domestic environment, combines the background of gradually abolishing agricultural taxes, and pragmatically explores to find new ideas which are suitable for national conditions and rural reality of China at this stage .It has a theoretical value.
