The Study On Evolvement Of Sunan Pattern & Transition Of Sunan Regional Government's Economic Function

Since the reform and open-up, Sunan which have been choosing constantly, innovating with effort impelled the economy to take off. At the same time, Sunan completed the reform from the traditional Sunan pattern to new one. On one side, traditional Sunan pattern formation as well as the transition and the reform from traditional pattern to new pattern both benefited from the Sunan local authority's strong leadership and positive impetus. On the other side, a number series of new questions emerged in the new Sunan pattern related closely with Sunan local authority which was unable to fulfill the economic functions reasonably. Taking Suzhou as an example, this article has promulgated the hidden danger which the new Sunan pattern existed by adopting the typical survey method and carried on the causality analysis from the government economic functions' angle (the System stratification plane). Besides, the author has also analyzed the hindrance factors that restricted the local authority to fulfill the economic function. Based on this, the article unifies the new opportunity and the challenge that Sunan will be faced with to propose the countermeasure in order to reform and consummate the new Sunan pattern; meanwhile carries on the limits correspondingly on how the Sunan local authority to transform and relocate the economic function in the process. Except this, the article proposes the strain measure in view of the hindrance and the restriction factor about the transition of local government's economic function.
