The Research On The Performance Evaluation Of Wenzhou Government's Expenditure

During the past years, with the establishment and consummation of the socialism market economy system, Wenzhou has formed a stable financial revenue growth mechanism. Subsequently, the fiscal strength has been enhanced remarkably and the financial revenue and expenditure scale has been expanded year by year, which promoted a rapid economic and social development. However, some problems still exist in a certain degree. For example, the contradiction between supply and demand is serious, the public expenditure management is relatively laggard, the structure is unreasonable, and the efficiency is low. What's more, there still lacks an effective system to evaluate the public funds use efficiency. "The 11th five-year plan" is a crucial period to Wenzhou, according to the public financial requirement; we should set up a management mode oriented of "result" and "tracking efficiency" as soon as possible. Therefore, it is a very significant task for Wenzhou government to study the performance evaluation, for it is meaningful to strengthen and improve the public funds use efficiency.The article firstly summarizes the concept of performance and performance evaluation, and then defines the latter. Secondly, it expounds the theory of endogenesis development view, and also analyzes the performance evaluation between American and Wenzhou government from the aspects of theoretical foundation, value view and politic system respectively. From the comparative analysis, obvious difference is founded out between the two governments, and it is opposite and mutual complement in practice. According the theory of endogenesis development view, the article finally points out that, Wenzhou government should adjust several aspects properly based on its own characteristic and superiority, such as scientific rationalism, the sense of supervision and participation, and should absorb the advanced quantitative technology from American, and finally should put forwards innovative countermeasures about how to boost the officer's enthusiasm, how to manage the basic data and information in corporately, how to carry out performance evaluation systematically as well.
