As expand of the trade scale, international organizations, governments and business circles devote more and more attention to various kind of trade managing procedure, which become complex and more hidden trade obstacle. It is a universal subject of many scholars that how to establish a simple harmonious and efficient trade system.WTO has taken trade facilitation into full account since it was established in 1995. In 2004, WTO General Council confirmed "Doha Round Work Plan" and started negotiation on trade facilitation with Annex D.For long, China has done a lot of work on trade facilitation, whether in the legal system or the administration. In order to take the initiative in the new round WTO negotiation and help China take active part in standard-setting not only accept rules passive, it is necessary to strengthen in-depth study on trade facilitation. It is also the purpose of this paper. In the paper, author use historical analysis and legal interpretation synthetically. On the base of the concept of trade facilitation, this paper analyses and explores the members' standpoint and differences arisen in WTO trade facilitation negotiation, and summarize the other international organizations' work in this area. With a review of the Chinese actual situation, this paper points out that what standpoint China should take in the negotiation of WTO trade facilitation and what should be improved in domestic legal system. Author wish it will be helpful.The paper can be divided into four parts. Part I mainly explains the basic content of trade facilitation, relationship between trade facilitation and trade liberalization, and analyzes the value of trade facilitation. Part II introduces the negotiation of trade facilitation within the frame of WTO and explores the members' standpoint and differences arisen, and points out how to design "Special and Differential Treatment "different from the past is the key to solve the problem. Part III analyzes trade facilitation work in International Customs Organization, APEC, and other international organizations such as the CEPA. The fourth section is devoted to analysis trade facilitation in China and what standpoint China should take in the negotiation of WTO.
