Research On The Countermeasures And Existing Problems Of Rural Finance Market In Jilin Province

The Chinese Central Committee of the Communist Party proposed that the new socialist countryside construction is the important historical task in the process of modernization in China. The attention should be paid to the issues concerning agriculture, countryside and farmers in the new socialist countryside construction. The solutions to the issues concerning agriculture, countryside and farmers must be supported by the adequate fund supply from rural finance system with rational, efficient and healthy operation. But ever since a long time ago, resulted from the implemented development strategy focusing on city and industry, the direct intervention strategy on rural finance and the self-limitation of rural finance, the underdevelopment of rural finance market provides obstruction instead of support to the development of rural areas and the increase of farmers'income. Jilin province is a large agricultural province with poverty-stricken regions and backward areas, and the shortness of fund makes the key issue for the development of rural economy, as well as the importance of finance support. As the reform lag of rural finance system heavily restricts the further development of rural economy in Jilin province, it is in urgent need of a new design for rural finance system to improve the leap-forward development of rural economy of Jilin province according to the new situation and requirement.The development process of rural finance system in China is described from the start of rural finance theory, which made a clear analysis on the development of rural finance system. Based on the substantial investigation, the current status of rural finance market is represented as: serious shortness of fund for agricultural production, large scale non-government loan, unsatisfied financial service of rural credit cooperatives, the blighted status of rural financial organization system and existing substantial debt burden of most towns and villages in Jilin province. With the development experiences of foreign villages as reference, the author proposes the suggestions for the current rural finance market reform in connection with the actual situations of rural construction in Jilin province, which is to establish the suitable finance system for rural economy development, develop the performance of rural credit cooperatives which are the main forces in rural economy development, expand the field of rural economy supported by agricultural development banks, promote the"multi-dimensional"development of rural financial services system and upgrade policy support for rural finance with the aim of promoting construction for the new rural areas.
