Research On Existing Problems And Countermeasures Of TFF Entrepreneurial In Rural Areas Of Xinjiang

Technical Task Force(TTF) applied their technical expertise in rural development and agricultural products production and marketing according to farmers’ actual situation and technical demands. Taking risk and benefits sharing as their principle, the personnel, together with the peasants, established a working route of technical entrepreneurship. Technical Task Force related polices were carried out under such circumstances. For example, the appearance of TTF strongly improved the issues related to agriculture, rural areas and farmers; the development of personnel’s technical related entrepreneurship in rural areas played an important role in the chain of the agricultural products and the industry, improved and boosted farmers living standard and household income, maximized rural resources development. However, there are some problems in current period of the entrepreneurship, some especially tough issued and contents to be solved and improved.The article included following theoretical basis: rural human capital theory, theory of agricultural technical innovation, technical theory for poverty alleviation, etc. Major methods included documents research and analysis, questionnaire survey, inductive and summary method, etc. These methods were leveraged to objectively describe the status quo and development of the entrepreneurship of the technical personnel in rural areas. Meanwhile, the county of Changji, Xinjiang was chosen to do the questionnaire survey. From binary logistic analysis of the data from the questionnaire and field research, the main issues of the entrepreneurship of TTF were deducted, and some comparatively executable countermeasures were suggested combining the factual situation in Xinjiang.The existing problems and countermeasures study of entrepreneurship of TTF in Xinjiang rural areas covered below topics as the competence of the TTF, government policy and investment, social environment and other aspects. From the topics, some problems were concluded, such as the inadequate of government incentive, administrative and operational systems; the lack of preferential treatment and project funding support; the personnel’s poor comprehensive quality; the comparative simple structure of service staff; the obstructed information channel in many areas in Xinjiang; the uneven distribution of agricultural products and so on.
