Telecommunication Enterprise Cost Management And Control Strategy Research

Facing the current fierce competitive circumstances, various telecom operators actively develop a strategy and a strategic target for sustainable development in order to cultivate and improve the core competitive power of the telecommunication enterprise. One of the keys to promote the telecom operator to reach the goal of sustainable development is expand the enterprise's profit space, and at the same time, implement the cost management and cost control effectively. Therefore, how to develop a scientific and suitable cost management become the key point and focus of the telecommunication enterprise. The telecommunication enterprise's speciality of business management decide its cost management and cost control will differ with the general manufacturing industry, and in this thesis, we will devote to the research of the cost management and controlling strategy of the regional telecommunication enterprise.This thesis consists of five parts. The first part is the introduction, to introduce the research background and the significance of this thesis. The second part introduces the concept of cost, the extension of the cost management, and finally we will summarize the cost expense's trait of the regional telecommunication enterprise. In the third part, according to the classification of cost expense, the author elaborates the current management situation of the regional telecommunication enterprise. The fourth part summarizes the main problems exists in the daily control of regional telecommunication enterprise's cost expense. Finally, the fifth part, as the core of this thesis, deeply studies the cost management and controlling strategy of the regional telecommunication enterprise. We classify the main strategy with three categories: The first is enhance the comprehension of the cost expense. The second is continuancelly standardize the basic work of financial .The third is regulate the Capital asserts management, the forth is deepen the full budget management, and the fifth is establish a value chain management system which is digitized, flow processed and with full information. In the basis of the value chain management, we combine the current situation of the regional enterprise, detailed introduce the cost expense management system which is guiding with the value chain, as well as the linked controlling point with ERP system. Through the indraught of the opinion of operation and controlling method management, we achieve the goal to refine the cost expense ,and finally enhance the enterprise's core competitive power.
