A Study On Finance Supporting Fujian Agricultural Science And Technology Innovation

If we want to speed up the development of rural economy, to realize the strategic transition of agricultural economy structure smoothly, to achieve the objectives of building new socialist rural areas, the fundamental solution and the core driving force lies in agricultural science and technology innovation. However, it's always difficult for the development of Fujian agricultural science and technology to break through the bottleneck of inadequate input of funds. Financial capital is one of the most important sources to raise money for agricultural science and technology innovation, in the circumstances that government input is limited, strengthening finance supporting agricultural science and technology innovation and expanding the channels to raise money for agricultural science and technology innovation have basilic theoretical and practical significance to solve the bottlenecks problems of agricultural science and technology innovation input.The first part of this thesis described the results achieved and the progress of the study on finance supporting agricultural science and technology innovation at home and abroad, and made a brief summary for the main content of this thesis.The second part first defined the meaning and the characteristics of agricultural science and technology innovation, then, divide the outcome attributes of agricultural science and technology, there are two types agricultural technology, one type is "public" technology and the other is "private" technology. From that perspective, this thesis put forward two investment patterns, put the process of technological innovation and the process of capital investment together, and revealed that the relationship between the two process, to find a correct entry point for finance supporting agricultural science and technology innovation. Then, this thesis analyzed and explained the reason for finance to choose the mode, summed up the supporting targets, conditions and the way of finance, which are the theoretical sustentation of this thesis.The third part put the model choice of finance as the starting point, and according to data analysis, tried to make a true judgement for the current situation of the main body of finance supporting namely the bank credit, securities market and venture capital. Our judgement based on the investigation result of the relevant departments, as well as the extraction and analysis of large quantities of data.According to the actual situation of finance supporting, fourth part parsed the existent problems of finance supporting Fujian agricultural science and technology innovation from the angles of the banking institutions, securities market and venture capital. We found that some of the problems are objective existence, but some from the micro-bodies' action preferences. Fifth part of this thesis focused on the crux of the problem, we think that the deeper reasons to cause these problems lies in historical, social, economic and financial system and legal environment.The sixth part integrate Fujian practical, raised the path selection of finance supporting Fujian agricultural science and technology innovation, aimed to broaden financing channels for the agricultural science and technology innovation, and improve the operating efficiency of financial funds. First made a reasonable division of functions regarding to the main body of finance supporting, and then discussed the route choice of finance institution behavior from the angles of the bank credit, the securities market, risk investment, risk protection and information consultation institution. The finance supporting agricultural science and technology innovation is not an independent system, it needs good policies and investment environment as a support, government as a policy and infrastructure providers, plays an important part in affecting the function exertion of financial institutions. Finally, this thesis discussed the path selection of government behavior from some aspects.The seventh part made summing-up and analysis of the whole thesis.
