This dissertation attempts to take the Agricultural Cooperative Movement for instance to establish an analytical framework in the decision-making sense. Based on this framework, the dissertation re-analyzes that how the decision-making between the central and local government interacted to promote the movement in the course of incident development and regards their respective role in this movement as it was.The first is how the agricultural cooperative decision was made and how the agriculture developed after the completion of the Land Reform. Although the initial consensus of developing a new democratic agricultural economy had been reached, the concept of new democracy as a transitional period was very vague in itself. This kind of uncertainty caused the later policy differences to some extent. What's more, the new issue of polarization between the rich and the poor during agricultural development after the land reform aroused the controversy within the Party on developing a new democratic agricultural economy.As the local government is always in the forefront of practice, the different one will put forward different decision to deal with the problems in practice which causes the controversies there. These controversies triggered by different decision proposals had a closed relation with the agriculture which is regarded as China's economic foundation and lifeblood and naturally aroused the same arguments in the central leaders. These arguments were all concentrated on the controversy of various decision proposals of solving problems. The end of argument meant the debut of a new policy. This dissertation mainly explores the respective role of the central and local government in the process of agricultural cooperative decision-making, discusses how the decision interaction developed and analyzes the function that these interactions brought to the debut of the agricultural cooperative decision.The implementation of agricultural cooperative decision comes next. With the debut of the first resolution: "Resolution on the Mutual Aid in Agricultural Production (Draft)", agricultural cooperative decision was formally established. The formulation of a decision does not mean that the established goals will be realized naturally, it involves the implementation of the decision-making. The implementation of decision is the only way to achieve its objectives and it is also a dynamic process of adjusting the actions continuously to realize the goal of decision. Whether the implementation is effective or not will affect the whole decision process. The whole implementation process of agricultural cooperative decision was also plagued with setbacks and featured with one climax after another. Not only the original objectives of the decision were constantly amended in the process of implementation, the pace of implementation of the decision had been accelerated and ran at record levels. Throughout the decision implementation process, it was obviously impossible to promote the process by one party's efforts. This would inevitably involve both parties' cooperation that is the interaction between the central and local government to promote the development of agricultural cooperative movement. As for the implementation of agricultural cooperative decision, this dissertation elaborates on this as follows: At different stages of the decision implementation, there exist the mobilization and commands from the central government as well as the following action and the initiative of the local government. How the interaction between them created and how the interaction promotes the implementation of Agricultural Cooperative decision becomes the focus of this dissertation.Finally, this dissertation expounds the follow-up decision of the agricultural cooperative decision which mainly includes "the opposition to rash advance" and 1955's "May Change." Track decision-making resulted from the information feedback during the decision implementation. Stems from the feedback during agricultural cooperative decision implementation, this dissertation explores into how the central and local recipients of the dissemination of information interact with the information and made the follow-up decisions finally.
