The government carried out energy-saving generation dispatch. The dispatching mode can promote the adjustment of power source structure. At the same time, some trouble about energy-saving generation dispatch need to be ameliorated. How to find a balance between energy-saving generation dispatch and market mechanism is the focus of this paper. Based on the study on such problems as power bidding strategy, the market compensation mechanism for withdrawing of small-scale thermal power units, cost of power purchase, standby compensation and generation right exchange, the author propose a new energy-saving generation dispatching mode based on market mechanism .The mode propose a concept of representative environment-protecting unit. By means of adopting environment-protecting parameter and energy-saving parameter, multi-objective decision-making function is constructed. The optimal coordinative function keeps good balance between energy-conservation and power cost. Generation right exchange is recommend, which may resolve the difficulty of small-scale thermal power units and special marginal cost unit.
