At present, great changes have taken place on the structure of the property rights of power enterprises. The entry condition of the power industry has been greatly reduced. The power industry of our country is becoming more and more deregulated and the mechanism of competition introduced gradually in various fields. As a kind of commodity, electric energy price should reflect its cost of production and reproduction. But electric energy is also a kind of special commodity, the price also have control function to allocate energy resources, improve resource utilization to balance the development of power industry, society, economic and environment. To determine a reasonable electric power price based on the mechanism of competition scientifically and economically is a key issue to establish a good electricity power market.
