| The reason for regulation in sectors of power transmission and distribution lies in the typical quality of natural monopoly. The regulation over price is the essence of government regulation. Based on summarization of foreign typical regulation models and power reform status, this paper formulates a price regulation model for power transmission & distribution which oriented at the practice of China's reform. The determinations of relative efficiency value and electricity sales are key points in the pricing regulation. Firstly, the paper measures relative efficiency. Then, it adopts the gray theory to forecast electricity sales because of little electricity sales data and faster electricity sales increase. Finally, it applies the model into Baoding transmission & distribution price analysis. Through analysis, the price model's calculation result is national. The model is a reference of formulating accurate regulation price. |
