In the new period of building a moderately prosperous society in all respects, China's reform and development has entered a crucial stage, but there are also all kinds of contradictions and problems. So, the CPC Central Committee proposed building a socialist harmonious society strategy for administering the country.In building a socialist harmonious society in this project, relations between the central and local governments are an important component.In the report of 17th CPC National Congress General Secretary Hu Jintao stated the point. Thus, harmonious relations between the central and local governments are related not only to China's socialist modernization drive and builiding of a harmonious society and but also to China's political operation and the reform of administrative system. It is of important, theoretical & practical significance.This thesis , after reviewing the history of relations between the central and local governments in particular since the founding of new China ,adopting many scholars' research results at home and abroad and taking the relations as sudying object and its history as main line, focuses on the outstanding problems, which exist, of relations between China's central and local governments ,points out relevant causes,and rises both universal and specific ways to improve. The main contents are as follow:First, on the basis of collecting large amounts of materials the thesis generates and defines the related concepts and theories. Especially it summarises comments on relations between the central and local governments by the threer cores of the collective leadership of the three generations of the CPC.Second, the thesis describes in detail the historyof relations between the central and local governments in china and points out the crux of the problems as well as their root causes.Third, after referring to Western developed countries practices in dealing with relations between the central and local governments, the thesis proposes that relations between the central and local governments in China should be legalised and presents specific measures to enact The Central and Local Relations Act in line with China's national conditions by the National People's Congress...
