Based on the analysis to Brazilian overall development during the 1980s,which is also called the "Lost Decade",this article aims to probe into the reasons that caused problems encountered by Brazil while it was trying to stride over the threshold of Per Capita GDP $3000 through resorting to the methods of Economics of Development, then,a comparative study between Brazil and China will follow the analysis,it is hoped that Brazilian experience will benefit China on its harmonious development of economy and society as well as the goal of well-off society construction..This whole article is composed of 3 parts.The first part gives a brief introduction to Brazilian so-called "Lost Decade" in terms of its socioeconomic development,then a detailed statement about discussions by different scholars on the issue of the relations between Per Capita GDP and socioeconomic development and the relations between traditional development economics and the "Lost Decade" are followed, furthermore,an introduction on Brazilian Per Capita GDP has been given.The second part discusses the background and following development conditions of Brazilian striding over the threshold of Per Capita GDP $3000,this part mainly analyses the problems encounted by Brazil while striding over the threshold of Per Capita GDP $3000,based on this,relevant reasons have been researched,more detailed analysis and statement are worked out on the strategy of development adopted by Brazilian government and its corresponding economic and social effect.The last part analyzes Brazilian lessons for China's development in striding over the threshold of Per Capita GDP $3000.A conclusion is formed in this part through analysis and argumentation, in a word,at the point of striding over the threshold of Per Capita GDP $3000,which is publicly known as the turning point and key period in a country's socioeconomic development,China should learn from Brazilian relevant experience and lessons, seizing opportunity and facing up to any challenges it may come,abiding by and carrying out scientific concept of development,improving the mode of economic development,realizing sustainable economic development;strengthening China's competitive power,aware of improving the efficiency of foreign investment utilization;taking order with the relation between income distribution and overall socioeconomic development,pay due attention to the issue of social equity and guarantee social justice.
