Study On Strategy Of Uprising The General Contract Ability Of National Electric Power Design Institution

In the international consultative project market, general contract is becoming a popular project management mode which contactors can contract the designing, procuring and constructing parts at least on one project. This general contract mode can not only reduce the project cost, but also cut down the time limit for a project. With China's access to WTO and the speed of global economy integrate is more and more rapid, domestic consultative project market should be open to the leaguer of WTO according to the international convention and the promise when China accesed to WTO. Because that domestic reconnaissance design consultative industry was on our government's safeguard in a long time, overseas large project corporation's access brings a huge opportunity and challenge which it should be confronted with. Especially domestic electric power design institution will be faced with much more serious competition than ever before which is at the time of electricity industry system is deep-going innovating. Therefore, in order to improve electric power design institution's market competition competence and adapt development of the market, how to enhancing the general contract ability of the electric power design institution is becoming a urgent problem which should be solved at once.Focusing on project general contracting capability of electric power design institutions, this thesis carries out systems analysis on the factors influencing the project general contracting capability of electric power design institutions, comes up with concrete policy and countermeasure for each influence factor in terms analysis result, with a hope to provide some reference for the managers of electric power design institutions in decision-making. Firstly, this dissertation defined the general contract and the general contractors, then introduced the basic content, applied bound and the advantages of this general contract mode. Based on all these analyses above, the dissertation introduces the general contract's actuality in overseas market and domestic market. Compare with the international huge project corporation, domestic general contract projects exist many shortages. At the same time, the exterior circumstance and the inner conditions are always the causes of the general contract's development, so it is necessary to analyze these factors which affect the ability of general contract. This analyze is useful for domestic electric power design institution to orientate in the market well and truly. Thus, the dissertation was based on the core competence theory, industry organization theory,transaction expence theory and virtual organization theory, analyzed the exterior circumstance and the inner conditions systemically. Finally, the dissertation studied from three sides, which were market strategy, prater's relationship strategy and interior strategy. In the study process, the paper combined scientific theory and method with the characteristic of domestic electric power design institution, and then put forward a series of solving measures for electric power design institution.
