In recent years, it has appeared a lot of illegal cases about the housing accumulation fund in China. The number of the cases is so large that has made people be shocking. Many cases of the housing accumulation fund itself are specific questions, but they have shown a common and universal issue, which is the weakening of the internal control. The lower is the management level, the more is the internal control weaknesses, and the more safety of the housing accumulation fund is not guaranteed. The housing accumulation fund internal control is a process, which provides a protection to the reliability of financial reporting, financial security, operating efficiency and following the laws and regulations. At present, the housing accumulation fund internal control is very weak. There are many defects existing in constructing the institution and carrying out internal control, so that the housing accumulation fund cases like embezzlement, misusing and even corruption occur from time to time, and formatting a serious threat to the security of the housing accumulation fund. How to use the advanced theories to the practices of the internal control becomes a realistic value topic.This paper uses the method of the combination of the case study and the summarized research to the internal control study of the housing accumulation fund. It uses some cases that have happened nearly as an entry point, and then sums up existing problems of the housing accumulation fund internal control. Then, basing on the theory of the COSO's entirety frame and the practice of the mandatory provident fund, the paper shows some suggestions to construct the internal control of the housing accumulation fund. The paper suggests that it should improve the housing accumulation fund internal control environment by a good internal control culture and a human resources management system, improve risk awareness and strengthen the control of the important business and construct the internal control activities by strengthening the organizational planning control, improving the authorized extension system, strengthening the control of the important business, as well as the verifications system. Then suggesting that establish a comprehensive management information system and effective communication system and make use of the internal auditing and the control self appraisal the role of self-evaluation to implement the internal control supervision.
