As government's important economic management department, National Taxation faces the problem to make national Taxation management more scientific and finer. But its existing HR current state and rating system become its development choke point. How to impartially, fairly and accurately evaluate public servants'performance in National Taxation in order to bring their potentials and work activity into full play is an important problem needing discussion and solution in all National Taxation of our country on the current performance. Zaozhuang National Taxation now is in the practice process of innovating rating methods. It not only has obtained some success experience, but also faces many puzzles, and its future reformation direction is still under exploration and research. Through the analysis of the innovation and practices process of Zaozhuang National Taxation, integrating demonstration with theories, this article launches research centering on how to break the bad situation that results of performance rating just is formal and everyone's benefit is balance and how to establish effective rewards and punishment inspiration system.Firstly, the paper commentates on theories of performance rating and performance rating researches in domestic and foreign countries and introduce methods of enterprises'performance rating and some referential experiences in foreign governments'successful performance rating experiences; next, it analyzes the significance, feasibility, current situation and existing deficiencies of performance rating's carrying out of basic level national Taxation departments in our country; Once more, doing real diagnosis research in National Taxation in Zaozhuang urban district, it proposes a new rating method - - the rating method of integration quantification. This method is to carry out integration system rating according to the actual finished work quantity and individual item value while evaluate work quality and to give rating bonus according to the calculation of performance rating value in order to bring national Taxation workers'work activity into full play; Finally, based on serious recollection, the paper proposes perfecting strategies of performance rating of National Taxation in Zaozhuang urban district.After the rating methods changes of Zaozhuang National Taxation, you will gain more money if you do more work. It gives a heavy affect on officers'job ideas and changes officers'ideas on job choice even make everyone are willing to work on busy posts. At the same time, through the comparison of rating score, everybody can carefully evaluate their own work to face up the existing disparity between themselves in order to further strengthen the sense of hardship and responsibility consciousness. It effectively breaks"the mess"the condition: done and undone are equal, done more and done less are equal, done well and done bad are equal, fully manifesting individual value. As the promotion of officers'and staffs'working activity, from shirking work before to now demanding work actively, it brings the enhancement of working efficiency, the promotion of the sense of serving taxpayer and gradual enhancement of Taxation fine management level.Based on the practice of a basic level National Taxation, the paper tries to absorb and reference from advanced management science theories in domestic and foreign to provide a more scientific and stronger theory basis for the reform of performance management system of National Taxation public servants.
