Quantitative And Collaborative Research On Policy Transfer Of National Independent Innovation Demonstration Zones

Since ancient times,policy transfer activities have been existing all along.From the end of last century,the foreign article about policy transfer has changed from theoretical research to empirical research,even though most of which happened between Europe and the United States concentrated on one or a few policies.At the same time,on the one hand,the domestic policy transfer research just start and remain in the entry level:the general introduction of foreign research result and qualitative research basic on policy transfer theory,almost blank on quantitative level,on the other hand,the practice on policy transfer have never stopped,in which contains "The Westernization Movement" at the end of Qin Dynasty and "Reform and Opening" to market economy in beginning 1970s,full of policy transfer cases happened from one country to another and between the various regions inside the country.Overall,the study of national policy transfer is far behind the policy transfer practice activities which finally result in the practice lack in theoretical guidance and the gap generation between theory and practice is getting bigger.Research on policy transfer needs to be improved immediately.The National Independent Innovation Demonstration Zone is a region characterized by a series of advanced policies pilot,where the policy transfer is widespread between individual areas.This article selects the typical policy transfer activities to have a deep analysis on transfer character in National Independent Innovation Demonstration area.Firstly,we collect the technology policies,which promulgated by Zhongguancun,Wuhan East Lake,Zhangjiang,Shenzhen,southern Jiangsu and Changzhutan all these 6 National Independent Innovation Demonstration area policy via structured interviews,e-mail communication and official website data,and finally set up our technology and innovation policy transfer database.We based on the database and example by science and technology personnel policy to explore the path of national independent innovation demonstration zone,to characterize national independent innovation demonstration zone policy transfer chain and to analyze the status and characteristics of science and technology policy transfer in national independent innovation demonstration area.Secondly,we keep science and technology personnel policy as a basic example,combined with the perspective of policy shift-in and out,to have a deep analysis on the quantifies the policy transfer which uses and introduces the analysis methods,such as policy text content analysis method,statistical analysis method,policy assignment quantification method and the H index of bibliometric usage at the same time.Finally,the cooperative system synergy model is applied on analyzing the synergistic degree of the science and technology personnel policy transfer relationship between the countermeasures and goals in the national independent innovation demonstration area.The regression analysis model is also used to explore the relationship between policy transfer and policy coordination which finally demonstrate that the policy transfer significantly improve the coordination degree between the countermeasures and objectives and verify the point of view that the theory of policy transfer can promote the policy rational.On the one hand,policy transfer help speed up the construction of policy and expand the policy selection approach.On the other hand,policy transfer contribute to policy development cost reduction and promote the level of policy development.Therefore,there is no doubt that policy transfer offer a new prospect on technology policy in demonstration area which not only has significant value on theoretical,but also has a strong practical value to provide a reference source and path on policy formulation and innovation in demonstration area.
