A Study On "San-nong" Problem In Tianjin And Possible Administrative Solutions

"San-nong"problem is an everlasting and significant issue in the social and economical development of our country, and it has a profound influence on the socialist well-off state and harmonious society construction, it somehow defined the success of our socialist enterprise building.The present researches on"San-nong"problems have mostly based on the overall socio-economical status in our country, analyzed the nature of the problems and put forward some administrative suggestions. Actually, due to the vast territory and different natural conditions, regional developments are of quite imbalanced levels, therefore manifestations of"San-nong"problem are inevitably distinct. To better tackle the problems, exploration of some new problem-solving methods and paths are necessary.Tianjin is the economical center in North China and assumed to be the"3rd increasing pole"of the country. Now, Tianjin has lagged behind some east coastal cities and provinces in development, especially the third industry or service sector. We still have a big agricultural industry, hence"San-nong"problem becomes a hindrance to Tianjin's lift-off.This paper studied the socio-economical status quo of Tianjin, focusing on the reality of agricultural industry, rural villages and peasants in the suburbs of this metropolitan city. Based on Dualism Economy theories and general rules of industrialization and urbanization, the author would like to ascribe the present"San-nong"problems to the traditional dualism economy, non-integrality of urbanization as well as the irrationally synthesized industrialization in the city. So the main tasks at the present stage are to construct"socialist new villages"by unified development plans for both suburbs and city, to accelerate the new industries'development, and to expedite the urbanization process are practical at present stage. The author finally suggested that Tianjin should capitalize more public funds on agricultural industries and rural areas, reform the household registration and land distribution systems in order to realize the scientific and well-balanced urban and rural development.
