Research On Road Construction Project Evaluation And Optimal Fund Allocation

with the rapid development of China nation's economy, expanding demand of road construction, as well as objective requirements of modern economic development, the scale of road construction project has been enlarged and corresponding requirement of fund has been raised. However, available fund from state is relatively limited. Under the background mentioned above, departments of state (regional) road construction management should think over how to fully put the functions of government oriented mechanism into effect, how to concentrate superior resources, realize reasonable arrangement and get optimal economic profit and social benefits of road construction. In one word, it is an important task for China departments of road construction management.There are five basic research works in the paper. First, on the basis of description of research purpose and significance, the research content and aim are defined. Second, combined with unique characters and internal regularity of road construction project, large numbers of research fruit about road construction project national economic and financial evaluation systems are introduced. Third, in view of the complex change of traffic flow, a new traffic flow forecasting system is constructed. The new system combines lots of traditional methods such as growth curve model, Gompertz curve model, simple linear regression model, grey forecast method and multiple linear regression models. Fourth, a road construction project synthetically evaluation system is constructed according to researches above. Furthermore, applied with a series of methods such as AHP, the methods of sequencing projects and optimizing fund allocation are confirmed. Finally, depended on modern computer technology and method, a road construction project evaluation and optimal fund allocation system with the virtue of friendly interface, powerful function, being practical and convenient is set up.
