Science and technology breakthroughs are rapidly taking place as our society advances. Competition in this market has become fierce and competitive. In order to compete in the technological field, new management strategies must be dynamic and contemporary. Former management practices under the planned economy system are no longer in line with contemporary ideas. Therefore strategies will need to be modified in order to survive in the modern high tech world. The Plant all life cycle asset management system is designed to improve working efficiencies. However it may not bring about a desired effect due to the difficulty of the implementation in the enterprise to some extent. It is consequently necessary to search for an improved approach to bring the Q4 to a specific purpose and help the enterprisers to enhance the overall plant management quality.Based on general theories of equipment and facility management, and through the study on Q4 maintenance management system and the characteristics of FPSO equipment and facility management, this paper puts forward the scheme of equipment and facility management throughout the FPSO equipment life cycle, which mainly includes: the conception and strategies of equipment and facility management, equipment operation management, equipment fault analysis and status assessment, equipment maintenance strategy, technological economy analysis, preventative maintenance, work order management, information and technology support for equipments, equipment procurement and stock, spare parts management and equipment discard management and other modules. It mainly aims at illustrating that FPSO equipment and facility management adopts the preventative maintenance as the main conception and strategy and work order management as the core clue, and is guaranteed by complete and strict institutions and regulations. Through technological economy analysis on FPSO equipment and facility management in different stages, equipment management throughout the life cycle can be realized. The purpose is to realize the standardized management of equipment and facility operation and maintenance, to minimize shutdown time of equipments, to reduce the maintenance cost while carrying out safety management on equipment and facility operation and maintenance and to increase the equipment utilization ratio to the most extent, thus to create more economic profit for enterprises.
