With the progress of science and technology, knowledge economy grows all over the world. The level of technology is improved a lot because of the introduction of foreign advanced technology, which plays a role in the development of our economy; however the situation of employment is still severe and even worse. In the theory horizon, there is controversy in the effect of technical progress on the employment amount and it has not researched a consensus in theory and empirical analysis that whether there is positive relation between them. In China, this problem is of much meaning. How to realize the fast development of the economy with good employment rate is of importance for the harmony of our society and the consistent development of the economy.In this paper, the effect on the employment of factors is probed into by empirical analysis such as technical development, economic growth and capital. In addition to this, two different kinds of technical progress , which are skill-biased and deskilling , are discussed with some proposals. There are five parts in it: The background and meaning of the subject is introduced in the first part; the concept of technology and employment is defined and the relate theory in foreign and home country is addressed in the second one; in the third part , the situation of the employment and the mechanism how the technical development effecting the employment is summarized; in the forth one, the regress analysis is adopted in order to test the relation among the capital, technical progress, population, economy and the employment, at the same time, the role of the skill-based on the employment is analyzed by the VAR model; and there are empirical analysis and relate advised policies in the last part.The conclusion is that the technical progress plays a negative role in the employment in all; there is reversed relation between the capital and the demand of the labor force; the improvement of the skill-based technical development play a minus effect on the employment, but it becomes weaker in the long run.
