VoIP services are developing very fast in the world. VoIP diverts numerous traffics from traditional telephone services depending on its cheap price and increasingly raising quality. It makes a powerful impact on the universal service of telecom industry and traditional accounting system. It also challenges the telecom regulation policies at the same time. Up to now, there aren't any ideal and overall regulation principles aiming at VoIP all over the world, but the general trend is supporting VoIP services'development on the level of regulation. This paper is to discuss VoIP regulation policies based on the regulation theories, in order to develop the VoIP services healthily and promote the sustainable development of telecommunication industry in our country.Above all, this paper deals with the VoIP classification and the theoretical foundation of VoIP regulation. It gives a profound analysis of the regulatory predicament by three pairs of contradictions.Then, the paper studies the present situation of VoIP in China and the impact to traditional telecommunications. At the same time, it introduces the status quo of VoIP regulation in our country and the existing problems.Next, this article analyzes the advanced experiences of overseas VoIP regulation based on the research about the VoIP regulation in America, Japan, Europe and Canada.Eventually, it puts forward some strategies and suggestions to improve VoIP regulation in China on the base of regulation experience in other countries. The target of telecom regulation policies is to realize the maximum of long-term social profit. It should keep balance between profit of service providers and surplus of customers, cost compensation and market competition.
