During the last two years, along with the development of internet, such as P2P and WEB2.0,and the spreading of local brand, a great deal of underground VoIP carriers flow out in succession now. They not only erode voice revenue of traditional telecommunications operators but also cause serious damage to the original telecommunications competition, challenging the traditional telecommunications model profitability. However, due to our lack of a policy and effective supervision for VoIP, VoIP market has led to the formation of a large gray area and the quality of user service cannot be protected effectively. So, formulating scientific and rational regulatory policies, which not only promotes the development of new technologies but also protects traditional telecommunications networks, is the urgent problems of our national regulatory authorities. Only in this way can we ensure effective competition, keep and increase the value of state assets, fulfill WTO commitments on the telecommunications market and ensure safety of national telecommunicationsThe paper firstly talks about the concept, classification, technology and economic characteristics of VoIP; Then, the paper researches foreign regulation practices and summarizes their experiences and characteristics on VoIP access regulation, number resources, service quality, interoperability, universal service , emergency access and other aspects; Next, the paper studies demand characteristics of domestic VoIP market; Finally, the paper analyzes the domestic regulation on VoIP and puts forward strategies on domestic regulation VoIP business in light of previous studies. The two major innovations: Firstly, the paper conducts in-depth research on foreign VoIP regulation practice and summarizes six foreign VoIP features based on the content of VoIP regulation; Secondly, the paper studies domestic issues on VoIP regulation and difficulties and gives suggestions on VoIP regulation.
