Study On Credit Evaluation System In Small And Medium-sized Petrochemical Enterprises

With the developing of economy, oil, as one of indispensable energy resource inproduction and daily life, its related industries have become global pillar industries in theeconomy. The petrochemical industry of China has a huge market. In recent years, withfurther opening of markets, private capital influx petrochemical industries, small and mediumsizedpetrochemical enterprises have become parts of petrochemical industry which can not beignored. However, the credit problem that SMPEs generally faced have become a big obstaclewhich constraints these enterprises development and financing. China's construction of creditsystem is far backward. The current evaluation system is not perfect, not for the breakdown ofspecial industries. This paper attempts to construct a new credit evaluation system which issuitable for small and medium-sized petrochemical enterprises based on the analysis of thecharacteristics of petrochemical industry and SMPEs.First, this paper outlined the theory of the credit and credit evaluation, summarized themethods of credit evaluation used commonly, made a new definition of SMPEs according tothe characteristics of petrochemical industry. Then, this paper analyzed the construction ofSMPEs credit affecting factors, obtained the conclusion that Enterprise Credit which includescredit capacity and the credit wishes, constructed a new credit evaluation system for SMPEs.The credit evaluation system divides the enterprise's credit capacity evaluation and credit willevaluation into two parts. Then the system made a comprehensive re-evaluation based onresults of credit capacity evaluation and credit will evaluate. Finally, this paper madeempirical research on this credit evaluation system.
