Study On The System Programming Of The Regional Logistic Center In Shenyang

Not only is logistics an important sector in the economy development, but also it's the basic part and important means to accelerate the economy development. In order to accelerate the integrity of regional economy, cities in Central Liaoning have conducted a kind of cooperation automatically, which has upgraded to the strategic level of the whole province. It is conducive to the regional development to build and program a logistic zone in Shenyang, as the capital of Liaoning, conjecture and central place in North-east and Areas arounding the Bo Sea.With field investigation and related data collected, the regional logistic theory and system programming theory have been used in this paper to study the problems concerning programming Shenyang Regional Logistics Center. The basic research situations are to be reflected in the theory analysis. After the comprehensive studying, the aims, stage as well as the principles to comply with have been put forward regarding construction of Shenyang Logistic Center. From the angle of regional center, the author has pinpointed the emphasis on space location, factor integration together with the supports from policies, government administration, industrial cooperation as well as information infrastructure. Regarding studying methods, system analysis and empirical analysis is utilized to analyze the whole region and logistic development in Shenyang respectively. Additionally, field investigation and a continuous contact with governmental drafting have been kept in order to collect the real and latest data on logistic development in Shenyang.It's a new aspect to analyze the logistic center program from the angle of system analysis and programming, for the special allocation and critical construction factors are highlighted in it, which has also made up for the gap in Shenyang's logistical development. Besides the above ones, the author has focused on the studying of bringing the post advantages of old industry base, inland cities into play in the whole as well as the coordinating systems between the government and industry.
