Study On The Policy For The Development Of Chenghai Toy Industrial Clusters

Cluster policy is coming to be a new focus for worldwide policy makers because of various advantages generated by industrial clusters. In China, there are many difficulties and problems in the development of local industrial clusters which need to be solved and supported partly by local government's policies. On the basis of literature review on industrial clusters, this thesis analyzes the necessities of cluster policy and concludes different policy frames in the different development phases of industrial clusters.As the typical low-cost traditional industrial clusters, Chenghai toy industrial clusters entered the maturity phase after over 10 year's development through its initial phase and growth phase. Now it faces the pressing demands to upgrade the clusters. This thesis presents the concrete analysis on local government's cluster policies formulated and implemented in different development phases of the clusters, and puts forward the future development direction for the clusters and suggestions to adjust the cluster policies for local government. The author hopes to provide this example for Chinese local governments to make related cluster policies.
