Research On The Role Of Local Government In The Development Of Industrial Clusters In Xinhui District, Jiangmen City

To cultivate industrial clusters is not only an effective regional development strategy, butalso an effective way to enhance regional comprehensive economic strength and to promotethe process of new industrialization. The formation and development of industrial clusters arethe result of market mechanism and have certain regularity, but they cannot leave thegovernment’s effective support. In recent years, the industrial clusters all over our country arebooming, thanks for the important role of local government in the course of development ofindustrial clusters, but the research on local government’s action is still less and lack of strongpertinence. Under the new situations, how to make further effect of the guide and promotionof local government in the development of industrial culsters, to overcome the failures ofmarket and government, select scientifiically the cultivation path and public policy, avoid thegovernment’s offside and vacancy, is an important topic for our local government urgent toresearch and solve.As a new industrial city in the west of the Pearl River Delta, Xinhui District, after yearsof development, has formed some industrial clusters with county characteristics andcompetitiveness. The development course of its industrial clusters has certain typicalsignificance. Instructed by the related theories of industrial clusters’ development andgovernment’s function, with a brief review of the research results on industrial clusters athome and abroad, as well as the analysis and comparison of the roles of foreign governmentand the local government in our country in the development of industrial clusters, this paperselects the development of industrial clusters in Xinhui District as empirical research object,using the methods of literature research, empirical analysis, qualitative and quantitativeanalysis, to discuss the local government’s function in the development of Xinhui’s industrialclusters. Through the analysis of present situation, characteristics, advantage and reason, aswell as the analysis of government’s role change and functions of local government both thepositive and negative aspects in the development of industrial clusters, it is proved that thelocal government in Xinhui District has played an key role in the development of industrialclusters. This paper especially focuses on the analysis of government’s deviation, dislocationand absence of behavior, and the low efficiency of government’s intervention in the development of Xinhui’s industrial clusters, From the aspects of role positioning, policyformulation and implementation principle, and the local government’s action, somecountermeasures and suggestions are put forward to promote the development of industrialclusters for the local government’s reference. Such suggestions also have certain reference forthe domestic areas at county (municipal or district) level to develop its indurial clusters.
