At present, china is the world's largest tobacco producer and consumer. China's tobacco industry has made considerable development since the implementation of Tobacco Monopolization Institution which has begun in the 1980s. With the rapid increase in business profits and taxes, china's tobacco industry has made a significant contribution to social employment and the financial revenues. However, under the new situation of china's market economy reform and economic globalization, institutional obstacles that have impeded the development of China's tobacco industry are becoming increasingly obvious, and the transnational tobacco companies are intensifying the competition of the domestic tobacco market after china entered the WTO, and the international tobacco control situation is becoming more and more serious. All of these make have made china's tobacco industry under The Tobacco Monopolization Institution face many difficulties and challenges. The reform of China's tobacco industry has become particularly urgent.This thesis analyses and studies the reform of our country's Tobacco Monopolization Institution from the perspective of the institution change. On the basis of the effective integration of The Institution Change theory and the practice of reform and development of China's tobacco industry, this thesis studies and explores the evolutionary history and features of China's tobacco institution, and makes systematic analysis on China's current Tobacco Monopolization Institution. It also analyses the management system and institutional reform on foreign tobacco. With the experience and enlightenment of other countries' tobacco institution's reform, and our country's actual conditions, this thesis also gives some countermeasures and suggestions to promote the reform and development of our tobacco industry from the perspective of institution change.
