Research On China's Tobacco Monopolization System Reform

And at the same time, the position of strength of Chinese tobacco industry is obviously feeble to face the WTO rules and the strong competitiveness from the transnational corporations. While according to the practice and effect, the tobacco monopolization system is now also the inevitable choice to strengthen the management of tobacco market. On the grounds of the successful experience from foreign reform, in accordance with the problems of the system, the author put forward measures to reform the tobacco monopolization system. First, it is necessary to break the regional blockade through the reform of tobacco fiscal and taxation system and the depart of government and enterprise. Secondly, in order to perfect the tobacco legal system, we should definite the value direction to modify the tobacco laws, check up the laws and rules formulate by local government. Thirdly, the tobacco industry must strength the sense of market, set up modern enterprise system and united tobacco market, so that the market-oriented innovation of tobacco can be successful.
