Research On Optimization And Control Of Information-based Taxpaying Service System

Information-based taxpaying service system is capable of achieving traditional revenue function by means of IT. The system provides more convenient and safe service for taxpayer. As a result of traditional revenue operation is transferred to internet, it has evolved into new electronic revenue. The electronic revenue would diversify taxpaying service by right of the internet.The paper investigates the theory of New Public Management and its significance to foreign taxpaying service system as well as collects feedback from taxpayer on perfecting taxpaying service system. To the existent question in taxpaying service system, the paper introduces systems theory and control theory in order to optimize taxpaying service system on the basis of the existing hotline function. The new taxpaying service system consists of four modules as follows, web portal, call center, short message platform and Email system.The design of taxpaying service system adopts structured system development methodology. The approach consists of system analysis, system design and system implementation. In view of current web technology, holistic design of the system adopts multiplayer configuration based on components in order to satisfy the need of upgrade and change of system for the future. The system supports multi-mode service such as telephone, fax, voice record, short message, Email, web and so on. According to different service types and safety requirements, the four modules supply the service independently, but also being consolidated entity provided with flexible alternant interfaces. The whole system is steady and it's configuration would be sustainable development. The new information-based taxpaying service system offers taxpayer multimode and all-day knight sevice. The paper analyses and shows differences of the performance of the new information-based taxpaying service system in the end.
