The economy development of western china has greatly fallen behind the eastern area. The causes of that situation include not only special region difference but also to a great extent that the government lacks fairly and reasonably supply to the public product. In western area, especially western rural area, the serious deficiency of public product has affected the economy development, and has caused a vicious circle that the gap of East-West section economy development are unceasingly expanded. The causes of the problem include the factors of mentality, and the unreasonable public product supply system and mechanism. The current public product supply system and mechanism are falling behind the economy development due to the government doesn't timely build the public product supply system and mechanism according to the present national situation. Especially the unfairness of the public product supplies has caused the East-West section economy development gap to be bigger, and rural economy development disparity to be more obvious. The effective supply of rural public product is the safeguard to achieve rural modernization, the sally port to achieve"the industry returns nurturing to parents the agriculture, the city support the countryside", the basic need of national economy sustainable development, and the essential way to construct harmonious society. Therefore, in the proceeding to construct the new countryside and well-off society, it is necessary to change the current situation of public product supply, to balance economy development and reduce the East-West section economy development gap, so that the economy development of western area can catch up with the eastern area, and execute the whole developmental strategy of national economy, The government has to reform and consummate the public product supply system and mechanism, pay great attention to the fairness of rural public product supply, establish a democratic and scientific rural public product demand expression and decision-making mechanism, fully display the power of market and society, form multi-pattern main body for the rural public product supply, strengthen western country the countryside, establish a good material base for the western development.This paper is divided into five parts. Chapter one makes a brief introduction of the domestic and foreign public product research situation and the significance to choose this topic. First, it introduces the current situation of both domestic and overseas; then it introduces the research mentality and the research technique as well as the innovation of this paper. Chapter two theoretically analyzes the public product supply system and its transitions as well as the supplies mechanism. It accurately grasps the concept and connotation of the rural public product, analyzes the basic characteristic of rural public product, and demonstrates the practical significance of rural public product's effective supplies. Then chapter three analyzes the current situation of the rural public product supply in western area. It includes the current situation of supply system and mechanism. Specifically it refers to the effective supplies insufficiency, the invalid supply inflation, the unfairness in public product supply, and the deficiency of the effective supply channel. Chapter four analyzes the efficiency of public product supply. It includes supply system, mechanism, regional difference, and the difficulties of realistic national situation. Basing on the above-mentioned analysis, chapter five analyzes proposes the countermeasure and suggestion to achieve the effective rural public product supply. Namely to rebuild an integrate, standard and fair rural public product supply system; establish a democratic and scientific rural public product demand expression and decision-making mechanism; specify the financial function of governments at different levels; fully give full scope to the function of both market and society; strengthen the construction of rural public supply product in western area to reduce the development gap. Finally, it draws the conclusions: supply system needs to be united, standard and fair; the policy-making mechanism to be democratic and the scientific; set a multi-pattern supply pattern including all levels of governments, the folk organization and personal channel.This paper considers: in order to change the unbalancing development situation and especially in western rural area, go a further step to develop western area and reduce the development gap, and achieve national economical strategy, the government has to reform and consummate the current public product supply system and mechanism, enlarge the investment of public product supply in western rural area, and change the negative situation to step into sustainable development.
