Research Of The Public Goods Supplies Of The Third Department In The New Rural Reconstruction

Effective and sufficient public goods supplies in the countryside have vital significance to the new rural reconstruction. But the public goods supplies in the countryside are serious insufficient recently, and this becomes the hindrance in the new rural reconstruction. The reform on the public goods supplies become a urgent matter. Facing this realistic situation, this article innovatively put out the ideas of developing the third department to supply the public goods to promote the new rural reconstruction.This article firstly introduced the new rural reconstruction's connotation and the relations between the new rural reconstruction and the public goods supplements, then explained the theory on providing the public goods by countryside's third department and its realistic feasibility. And then pointed out the third department in the countryside develop vigorously under all kinds of factor impetus: the farmers'demand cannot be satisfied, the tradition management pattern of the countryside presents the crisis and so on. The article described the realistic difficult which the third department developing faces. They are lack of the idea of the developing the third department, less enthusiasm and lower level autonomous degree, and these causes the third department lack of accurate localization in the countryside.At the same time, this article revolving developing the third department on supplying the countryside public goods, has utilized multi-disciplinary research theories and the method ,contends the management science, the psychology, the sociology, the politics, the economic and so on. The article suggested to transform the idea, to divide the scope of official duty on providing the public products between the government and the third department reasonably; the Government's effective guidance is the driver;and strengthen the villager's self-administration ,impel the volunteers, the experts, the urban third department and the media to help the rural development .The Volunteers'durability is the important condition. These can improve government and third department good cooperation under the government's lead. This research not only enriches the theories which the third department constructs, and also can do certain promotion effect on the third department's practical work in the countryside.
