| To build new socialist countryside is a gloriously and arduously historical mission for whole party and nation people in China proposed by the Party Central Committee. The government and farmer are conductor and main body respectively during the construction of new socialist countryside. The rise and fall, win and loss as well as progress steps of the construction are directly determined by farmer's culture characters, technical ability and level of thought and morality. China is a huge agriculture country, the enormous amount of rural labor force and the whole lower qualities have been the bottleneck to block the economic development of countryside. Horticultural industry occupies an important position in the rural economic structure, is to promote the efficiency of agriculture, one of the pillar industries to increase farmer income, which have effectively promoted the development of the rural labor employment and social stability in rural areas, and has made important contributions for new rural construction. Horticultural industry needs the support of high science and technology; require practitioners with higher character of science, technology, and culture and business management ability. Therefore, the main task and key point to construct new countryside is educating new model farmer and lifting farmer quality. Widely and strongly launching farmer education and training is the effective pathway to educate hundred million new farmers. Studies on the problems, strategies and pathways of farmer education and training during the construction of new countryside have a great theoretical and practical meaning. The suggestions and strategies especially based on the researches of circumstances in Hebei will provide guidance in related policy established and work progress made by province government and department concerned.The farmer education and training during new rural construction and its influence on development of horticulture industry were studied by the research and analysis of massive reference and actual materials investigated from Hebei province. First chapter introduction: the international and domestic background for the topic chosen, the objective and meaning of the research were pointed out; the update of researches both inside and outside nation were analyzed to summarize the characteristics of farmer education and training in developed country as well as the development of horticulture industry; the thinking and method as well as possible innovation point of the research were illustrated. Second chapter: to build new countryside, the key point is to educate new model farmers was showed by the background and aim duty of new rural construction, meanwhile horticulture industry play an important role to promote new rural construction; the related concept and theory base on farmer education and training was concluded and emphasized its development is necessary requirement for new rural construction and an important measure to promote the development of horticulture industry. Third chapter: the main problem existed in farmer education and training as well as its influence on development of horticulture industry was found by analyzing the present condition of farmer character and education training in Hebei province. Fourth chapter: eight strategies and suggestions for developing the education and training of farmers in Hebei province were proposed by combining the status of development of horticulture industry in Hebei with educational training policy and organization situations of farmer education and training in our country: 1. the organization and leadership on farmer education and training are further enforced by reinforced government acts; 2. multi-organization investment system mainly funded by government is built to increase fund to farmer educational training; 3. enforced resource integration consummates the training system for fanner education; 4. a team of high-quality teachers with full-time and part-time is constructed for farmer education and training; 5. to establish a competition mechanism for the market in farmer educational training; 6. to develop farmer education and training need tightly surround the breeding and construction of 'five troops' especially for education of practically talented persons in countryside, and the system of one agricultural technician in one village has to be established faster to breed rural technology teams; 7. the enthusiasm and go-aheadism of farmers to learn science and to use scientific technology are fully aroused through intensified publicizing, guiding and policy supporting; 8. completely utilizing the advantage of Agricultural Broadcast and Television School to develop modern agricultural distance education strongly. |
