The Relation Between State-owned Assets Investment Structure And Economic Growth In New Period

Before reform and opening up, the main part of state-owned assets investment was regarded as fiscal investment, and the theory of state-owned assets investment didn't form then. As the constriction of fiscal function, we have paid much more attention on the efficiency of state-owned assets investment. The state-owned assets investment theory has gradually been relatively independent from fiscal theory but is also a part of state-owned assets management theory. Now forming a theoretical system of public finance has popularly accepted by academe. This thesis will analyze the relation between the state-owned assets investment structure and economic growth from the structure of state-owned assets in new period. Former state-owned assets investment theories usually emphasize on profit oriented assets, of which more attention has been paid on the analysis of investment management system. And the research on state-owned assets investment structure is usually normative not positive, miscellaneous not systematic. This thesis tries to reviewing and analyzing the state-owned assets investment structure on entity, objective, department and region on the basis of normative analysis using positive analysis method and finding the relations between them. Accordingly researches the state-owned assets investment structure as an integrate system so that to find some measures to promote economic growth. As for the structure, first part points out the research meaning of the thesis and defines some conceptions. Second part states the function of state-owned assets investment from the aspects of size and structure. Third part reviews the evolvement of the state-owned assets investment structure first and finds some problems in it. Last part brings forward the conception of optimization for the state-owned assets investment structure and presents some ways to optimize the structure of state-owned assets investment. The whole thesis makes a conclusion that state-owned assets investment plays a very important role in national economy not only in the fields of public goods, infrastructure and so on, but also in the fields of some competitive areas, which relies on the structure of state-owned assets investment including the structure of entity, objective, department, region and so on.
