With the development of national economy, the step of industrialization and modernization in our country is becoming quicker and quicker. Along with the development of society, the basic utility of agriculture is becoming increasingly importance, and having more and more extensive with the world, it has to develop rapidly. But the face is ,our agriculture exists trouble. Many scholars and practical workers are now thinking how to solve the " three rural issues". According to international customs and practices, the "Three rural issues" hasn't been solved in the dual economy, and also didn't depend on agriculture himself only. It has to get rid of the conventional way and depends on the industrial utility and it's development: industry finances agriculture. According to the relevant practices and theories , at present our country has already been at the metaphase of industrialization. Our country has the condition to getting industry to support agriculture. Agriculture doesn't provide funds for industry, and industry should support agricultural development instead. It is the focus of our economic policy at present. We should readjust the strategy of economy, and get industry to support agricultural development. Although our country have made many policies, the channel is not wholly cut off by which agricultural surplus flows into industry. It is very important to construct industry financing agriculture, we are still in the middle phase of the industrialization, and illustrated that the key was to convert the weak position agriculture hold from institutional perspective, change the original industry-agriculture relations and the market power must be fully used; a combination of institutional nurturing, industry nurturing and technology nurturing must be adopted to ensure a higher national economy level and a better industry-agriculture structure.
